The First Constitution
The following is the original constitution of the Global Defenders, used after its creation on February 13, 2011. The constitution served the Army well for over a year, until on September 23, 2012, it was abolished in favor of a new, more democratic Constitution.
Article 1.
Government.
The Global Defender Army is a Representative Democracy. This means that soldiers vote for Senators every 2 months to make laws, declare war, etc. The Head of the Global Defenders is The Leader. The Leader has the power to declare laws, sign bills approved by the Senate into law, declare war, promote and demote soldiers, administrate the website, meet with other leaders, appoint special ranks, and moderate the senate. The Co-Leader’s job is to assist the Leader with his duties, approve war declarations from the senate with the Leader, and will cast a tie-breaking vote in any senate elections if needed. The Co-Leader can also edit and post on the website. Ambassador can be appointed to edit and post on the website and can be appointed to do anything by the Leader. When a Leader retires, s/he can appoint a new Leader, put the post up for election which will be run by the Co-Leader or Ambassador if the Co-Leader is retiring as well, or if the Leader does nothing, the Co-Leader will take over as Leader.
Article 2.
War and Declarations of War
War can be declared by the Leader, the Co – Leader with 4 Senate votes, or a Senate Majority and Leader approval can declare a State of War on any army in club penguin. Once War has been declared, it is the responsibility of the Leader, Co – Leader, and Advisors to attempt to win the war against the opposing army or at least defend the Global Defender Army from takeover. If the Leader, Co – Leader, or Advisor fails to attempt to win the war or deliberately loses the war, the Senate can vote to impeach him/her from his/her position. The impeached person’s punishment will be determined by the Senate.
Article 3.
Rights of the People
The people of the Global Defender Army shall not be denied or excluded from rights guaranteed by the Constitution of the Global Defender Army. The guaranteed rights are as followed. 1. No person in the Global Defender Army shall be denied the freedom to speak out on any topic whatsoever. All topics posted on the website, spoken by any soldier in the Global Defender Army, or mentioned in the Senate are subject to free speech and opinion. No person shall be punished for non-profane criticism against any member of the Global Defender Army. 2. No person in the Global Defender Army shall be denied a fair and speedy trial. All trials will be put in front of the Senate. The members of the Senate will reach a verdict and the Co – Leader will decide punishment if the defendant is convicted. 3. No person in the Global Defender Army shall face punishment that is overly harsh for the offense nor will they face punishment that is ruled by the Leader to be unusual. It is the responsibility of the Leader to make sure that unusual or overly harsh punishment is not carried out. 4. No person in the Global Defender Army shall be subject to unfair treatment by their superiors or a biased promotion or demotion based on friendship, relationship, or any other reason. The promotion or demotion must be earned. If an biased promotion is reported, the perpetrator shall be tried in the senate for a felony offense. If convicted, the promotion/demotion shall be undone.
Article 4.
Criminal Offenses
Criminal offenses are as follows. 1st stage misdemeanors are minor offenses. Punishment for these shall not exceed that of a single demotion. 2nd stage misdemeanors are a higher offense. Punishment for these shall not exceed that of a double demotion. A felony offense is somewhat serious offense. The punishment for these shall not exceed being sent down to a member rank. A capital offense is a very serious offense. The punishment for these shall not exceed a 1 week suspension from the army. A federal offense is the worst offense you can commit. A federal offense is a crime against the government such as rebellious acts. The punishment for this will be removal from the army.
Article 5.
Promotion, Demotion, and Ranking
Ranking shall be carried out by the Leader and Co – Leader. Ranking must be unbiased and fair. It is the job of the Senate to assure that all ranking is unbiased and fair. Special Ranks will be appointed by the Leader only. Special Ranks are given to those who the Leader thinks are deserving of that rank. There shall only be 1 person in each Special Rank. The highest non-appointed rank is the Rank of Grand General. After that rank, the Leader will be able to appoint Advisors. There shall be 1 Leader, 2 Co-Leaders, and 3 Advisors at all times unless an election is announced. Demotions can be given out of inactivity. You will be warned prior to this demotion. After 3 days of no response to the warning, you will be demoted.
1st Amendment.
Amending the Constitution
All Amendments to the Constitution shall be done only when 3/4 of the GD Senate Approves the Amendment. The number of Senators on the Senate does not affect this Amendment. The number of votes needed to pass an amendment shall be calculated before each meeting. This Amendment was put forth to assure that no bad amendments shall be made to the Global Defenders’ Constitution.
2nd Amendment.
Number of Senators on the Senate
The number of Senators on the Senate shall not exceed 1 for every 4 active members of the GD at the time of the election. If a special election is put into place, there shall be additional Senators if the number of active soldiers has increased. The amount of Senators is decided before any election.
3rd Amendment.
Colonies
The Global Defender nation shall, in part, consist of Colonies. Colonies shall be armies whom are granted the protection from all other armies, even allies of the Global Defenders, from invasion upon request. Colonies shall be permitted to use all Global Defender servers except for the current Capital, which may only be used by permission. All Colonies shall be assigned a Governor whom will watch over the Colony and ensure that they do not violate Global Defender laws, policies, regulations, or engage in a state of war with any Global Defender allies. In addition, each Colony shall receive a Senatorial Representative whom will vote in Senate meetings and propose new laws.

The Second Constitution
The following is the Second Constitution of the Global Defenders’ Army, established on September 23, 2012. It was created after a progressive summer in hopes of providing the Global Defenders a more democratic government. It lasted until April 2, 2012, where it was abolished in accordance with the Constitutions Act Amendment in Assembly led by Speaker Pungy1234.
The Constitution of the Global Defenders
Article I – Government
The Global Defenders of Club Penguin are a Feudalistic Democracy, which means that most of the power is held by the people of the Global Defenders. The governing body of the Global Defenders shall consist primarily of an elected President, who shall hold office for 4 months, and then may run for re-election. There shall be no term limit for the office of the President. The President shall wield the executive power for as long as he is in office. The legislative power of the Global Defenders shall be bestowed upon the Assembly of the Global Defenders (see Article II). The judicial power of the Global Defenders shall be bestowed upon the Supreme Court (see Article IV). The President shall not have power over the Assembly or the Supreme Court under any circumstances. The responsibilities of the President include appointing ranks, supervising elections, leading events, governing the people of the Global Defenders, approving laws passed by the Assembly, negotiation with other armies unless an Ambassador is appointed, and making sure the Global Defenders are operating at the best of their abilities. The President is responsible for the overall welfare of the Global Defenders and must not derelict such duties under any circumstances. The President shall be elected every four months. No soldier of the Global Defenders shall be denied a vote. The President will also select a Vice President. The Vice President must be selected prior to the election. The Vice President has all the powers and abilities of the President, but his/her actions may be overridden by the President.
Article II – Assembly
The Assembly of the Global Defenders shall wield the legislative power of the army. The Assembly shall consist of any member of the Global Defenders, regardless of rank. The Speaker of the Assembly, or the President, may schedule Assembly meetings. Any member of the Global Defenders may attend. The President shall select a Speaker of the Assembly who will schedule and run Assembly meetings and oversee the Assembly to ensure that it is running at the best of it’s ability. The Assembly may pass basic laws, which require a majority vote to be passed. Laws passed by the Assembly must then be approved by the President. The President has the opportunity to veto the law, which will result in the law not being passed. However, the Assembly may override the veto with three fourths majority of vote.
Article III – Criminal Offenses
Criminal offenses are intentional illegal or law-breaking acts. There are five types of criminal offenses. First stage misdemeanors are minor offenses. These include but are not limited to refusal to obey orders and breaking chat rules. Punishment for these shall not exceed that of a single demotion. Second stage misdemeanors are a higher offense. These include but are not limited to two first stage misdemeanors and intentionally not attending or leaving a battle despite availability. Punishment for these shall not exceed that of a double demotion. A felony offense is a serious offense. These include but are not limited to attending another army’s event over a Defenders’ event, three first stage misdemeanors or two seconds stage misdemeanors. Punishment for these shall not exceed being sent down to a member rank. A capital offense is a very serious offense. These include but are not limited to hacking, doxing, site defacement or committing several lesser offenses. Punishment for these will be a banishment from the army. A federal offense is the worst offense you can commit. A federal offense is a crime against the government such as rebellious acts, slander of an owner or treason (such as intentionally losing a war). The punishment for this will also be removal from the army.
Article IV – The Supreme Court
Section 1 – The Supreme Court
The Supreme Court is the Global Defenders’ court. It is made of the Chief Justice and four other troops, known as Justices. All Justices are appointed by the President and serve for the remainder of their career. When a Justice retires, the vacancy is to be filled by the current President. The President may not remove a Justice from office. Justices can only be removed by the Assembly or by the other Justices. To be impeached, a Justice must have committed two felonies or one Capital Offense (see Article III). A Justice may step down at any time, but may not name a successor to fill his/her place. The Supreme Court is led by the Chief Justice. It is the Chief Justice’s responsibility to gather the Court when needed and to break any ties in all cases. Before the Supreme Court, trials are presented by any troop, and trials may concern anything, whether it be deciding punishment or questioning a law. It is the Supreme Court’s duty to interpret laws. Whenever a person or group’s ability to do something within in a certain law is questioned, it is the Supreme Court’s job to decide if the accused has illegally over-stepped his/her boundaries or not. The Supreme Court is also responsible for all trials.
Section 2 – Trial Proceedings and Protocols
The Supreme Court is responsible for all trials in the Global Defenders. All troops held before the Supreme Court have the right to a fair and speedy trial, and have the right to have an attorney to conduct their trial in their stead. However, the defendant must be present at the Courthouse chatroom during their trial, even if they have appointed an attorney. Times for trials will be determined by the defendant and the justices consensually. All Justices and the defendant must be able to attend the trial. A defendant who is absent during their trial will be proclaimed guilty as charged. To convict a present defendant, the Justices must be persuaded, beyond reasonable doubt, that the defendant is guilty. All defendants shall be proclaimed innocent until proven guilty. To reach a conviction, a majority of the Justices must vote in favor of conviction. If the defendant or prosecution believes that a Justice does believe neutrally about the trial before it has begun, the Justice must appoint a replacement for that specific trial. The Chief Justice in responsible for overseeing trials and ensuring that both the prosecution and defendant have been apprised of their constitutional rights and that trials are executed in an orderly and just manner.
Article V – Rights of the People

Punishment for denying a troop access to an Assembly meeting, unless he/she is hindering or disrupting Assembly proceedings, is banishment from future Assembly meetings for as long as seen fit by the Supreme Court.
Article VI – Lordships and Feudalism
Lordships are a feudal system within the Global Defenders’ Army. Within this system, Owner ranks are each given a server owned by the army, which they will become “lord” of. They are responsible to guard and protect that server. They are encouraged to recruit a small army and even invade more servers. In exchange for this power, the lords must promise fealty (an oath of loyalty) to the Global Defenders’ President and claim their recruits and servers in the name of the Global Defenders’ Army. Lords make up the Owner body of the army. Each lord is made an Owner and given 3rd in Command Powers. There is no limit to how many Lords there are, so long as the Greater Army retains one third of all servers. Two esteemed Lords will be chosen as Lords Paramount and will be given Second in Command Powers. They are charged with the responsibility of regulating and managing the army in the absence of the President or the Vice President, in which they together act as the Vice President, or in the absence of both, in which they fill both positions. Leaders of a merging army will become lords of their old servers and lead their army as usual, but as a branch of the Global Defenders. Servers gained under the mergers will remain under their protection but be considered Global Defenders’ territory and will receive protection from the army as a whole in times of need. Lords may not declare war or invade other armies not already at war with the Global Defenders. They may not use their army to aid or ally with other armies that the Global Defenders are not already aiding as a whole or are at war with. Lords may not use their armies to rebel or strike against the power of another lord or the Greater Army. Consequences for this are the removal of the person’s lordship, servers conquered and protected by them, and the army under them. They will be tried by the Supreme Court and banished from the Greater Army. If a lord is to retire, their lordship, army and original server will be given to a new lord, appointed by the President, while all other earned servers will return as territory directly managed by the Greater Army. Should the Supreme Court find an appointment to be unjust, they may veto the appointment and the President must appoint a different Lord instead.
Article VII – Retirement
Retirements are not to be a simple choice within the Global Defenders’ Army. All troops may retire at any time they believe is right. However, they may not retire and rejoin multiple times. A troop may only retire and rejoin in a two month period. If they retire again within this period, they lose their rank and will be lowest member should they rejoin. If a troop retires because of social reasons such as problems on chat, they may only come back to the army as the lowest rank, except with President permission. After any third retirement, an ex-Owner rank will have to restart as lowest member if they wish to regain their previous rank. In all other cases, if a troop decides to rejoin, the President will decide if this person will receive the same rank again.
Article VIII – Constitutional Amendments
The Constitution may be amended to better fit the army and its history. To amend the constitution, the Assembly must have a three fourths vote in favor of the specific amendment. Once the amendment has passed the Assembly, it is law. The Presidents veto cannot remove it. However, if other troops or the Presidents believe the law should be removed, he or she may bring the case before the Supreme Court. The Supreme Court will then make the final decision on the amendment.
1st Amendment to the Constitution
Lordships shall no longer be granted upon the basis of rank, as stated in Article VI of the Constitution. Lordships shall be granted as an honorary title, awarded by the President or by the Assembly, to a deserving individual. A Lordship may only be revoked by the Supreme Court for a Capital or Federal Offense. The responsibilities, rights, and benefits as stated in Article VI of the Constitution.

Bills, Acts, & Other Laws
The Lordship Reform Act
All Lords Lords Paramount, and the Vice President in the Global Defenders army must maintain a troop base of 5 troops minimum per Lord. All Lords and Lords Paramount must also schedule an event for their troops every other week, unless it conflicts with a Joint Army event. Each Lord may host practice battles with other Lords, but may not declare war upon another Lord, without the consent of the President.
The Constitutions Act
If at any time the Global Defenders’ Army deems it necessary for the writing of a new Constitution and the present Constitution to be discarded, there must be either a two thirds (2/3) majority vote by the Army in its entirety, or a three fourths (3/4) majority vote by the Lords (regular, Paramount, and Vice President). Only by one or both of these majorities can a Constitution be discarded and a new Constitution ratified.
Executive Order II – Readmission of the Outback Soviet
By executive order, the server of Outback, under the leadership of Redd Kool and Ligit Pengy, are hereby readmitted to the Global Defenders’ Army and are granted full rights, responsibilities, and privileges of a citizen of the Global Defenders. The Outback Soviet shall be immediately disbanded.
The Presidential Loyalty Act
For as long as a President or Vice President is incumbent, they may not exceed the rank of highest moderator in any army. Once elected, a President or Vice President has no more than four (4) days to quit all ownership positions in foreign armies. This law only applies for the time they are in office, not after.
The Oath On A Book Act
While swearing in, all newly inaugurated Presidents must make their oaths with their right hand on a sacred book of their choice. Traditionally, this book is the Book of Pear, but non-Pearists may use the book of their own faith, or in the case of atheists, the Constitution. Verification through the Internet by agents of PEAR is not necessary.
The Terra Act
Terra is to be the official currency of the Global Defenders’ Army. Payment of terra to be exchanged by troops later still remains up to each President. All terra is to have Pungy1234’s beautiful visage on its front, and the awe-inspiring likeness of Redd Kool on its reverse.
The Voter Qualification Bill
To be qualified to vote, a troop must have attended one event for the Global Defenders. All troops must also comment on an active count ending three days before the elections. In addition, a troop may not run for President unless they have been in the army for at least thirty days.
The Lordship Removal Act
The Assembly may remove the title of lordship as well as appoint it. With a three-fourths vote, the Assembly may remove lords that they consider to be inactive, to have failed to perform their duties, or to be otherwise undeserving of the title. The Supreme Court still retains the power to remove a lordship as punishment for a criminal offence.
The Chat Enforcement Bill
The rules for the Global Defenders’ chat are revised to keep chat civilized. These rules may be in no way broken, and all Owners and Moderators are responsible for enforcing them as needed whenever they’re on Xat.
The Speaker Act
The Speaker of the Assembly must schedule an Assembly at least once a month. If called upon by the President or Vice President, the Speaker must schedule an Assembly with reasonable haste. The Speaker must also announce an Assembly one week ahead of time and allow any people unable to attend to comment their proposals. If the Speaker fails to do any of this, it is the President’s responsibility to appoint a new one.
The Treasurer Act
Each President of the Global Defenders must appoint a Treasurer, who will keep records of all terra exchanges and matters of the Treasury. The Treasurer is responsible for awarding all troops the appropriate sum of terra, as well as collecting fines for criminal offenses. They are responsible to keep an updated Treasury record.

Introduction
The Global Defenders of Club Penguin were created by Pungy1234, originally under the name of the Penguin Militia Army. This is one of the few armies that have ever received the fortune and honor as to become a well known army in Club Penguin. Since its creation on February 5, 2011, our beloved army has seen high times as one of the Top Ten armies and low times as seeing this being lost. I believe the Defenders have a special attachment to their army and treat it as no other. The friendships made here will last a lifetime, as will the memories of many glorious battles and adventures. As many a retired Defender has told me, this army has a way of pulling you back. Even when we do retire, as one day we all must, the Global Defenders will always be a part of our hearts. The Era of Origin
“Age of the Militia”
On February 5, 2011, the Penguin Militia Army was created under Pungy1234. Pungy made the site with a default Beach theme and started his PMA. Later on, I was recruited on Nachos chat and together we worked to make the Penguin Militia great. But the Militia was largely inactive. It seemed that Pungy and I were the only active troops, and we were First and Third in Command. I was aware that a new army is hard to start and creators have similar experiences, but the Militia seemed to be incapable of even recruiting. It was hard work even getting a few people. There came a day when we all met at Nachos chat, went to the Militia’s and logged on to Sparkle for one of our first group recruitment sessions. On the count of three we would say things like “Join the Penguin Militia” or “We are the PMA” but none of us saw each other talking. We realized it was all the work of Club Penguin filters. The word “militia” didn’t pass the filters. “Penguin” passed, “army” passed, but “militia” didn’t. To the day of my writing this, we still don’t know why we can say “army” but not “militia.” This discovery put us at a great loss. We couldn’t even say who we were on Club Penguin.While this did solve the question of why we couldn’t recruit well, it brought a larger problem up front. We had a choice: we could go on recruiting straight off of army chats or we could change our name. This was a difficult decision. On one hand, we had all our work put into this army. On the other hand, we could never go far with an army that recruiting was impossible. We were forced to change our name. Pungy, his friend and new PMA troop Ligit Pengy, and I sat down in the Sparkle Cave to discuss the situation. After about a half an hour of discussion, we had thought of few new names. Personally, I had told them, ending an armies name with “Army” or “Warriors” seemed overused to me and ours should be original. We also had to work with the fact that our entire theme was based on the Globe Hat from the 2010 Holiday Party and Coins for Change. Finally, we found the perfect name. The one thing I am most proud to have a part of in this army was thinking of the name “Global Defenders,” and the name was unanimously accepted. The Global Defenders were born.
“Age of the New Army”
On February 13, the Global Defenders Army was officially created. Pungy, Ligit and I immediately tried to get our army going. Recruiting was practically daily the first week and things seemed well. The Constitution was completed (it had only been started in the PMA) and we established the first Senate. Things were good. Our eyes were set on empty Outback, and we planned invasions. Then two problems rose. The first problem was simple and easily taken care of, and probably helped us get our Senate on track. While on chat one day, Lord Pengasaurus2 and Pungy got into a fight and Pengasaurus cursed at Pungy then screwed up the chat. The Senate held a trial and Pengasaurus2 was banned from the Defenders in its first formal meeting. The second problem didn’t appear so simple. Outback turned out to have an owner, the Fort Ghost Recon (4th Generation). Outback has always been a “go after at all costs” server for the Defenders without reason, so war was immediately declared. We invaded the severely inactive FGR’s servers Bonza and Outback with much success. Only 21 days after the Defenders’ Transition, we had to servers, maxing 7 at the invasions and averaging 4. Only a week later we were put in the Top Ten for Small armies as Number Ten. It took us a month, but we had beat the noob stage of armies. We were on our way.
“Age of Expansion”
The Defenders became very active in the weeks that followed this Small Top Ten milestone. During this time, we experienced much success. Before March even ended we had moved to 8th in the CPAE Small Top Ten, followed by 7th in the Medium Top Ten, then 5th in Medium. We seemed unstoppable. Flippers and Cabin became ours, Flippers being one of our greatest Invasions of all times. The Senate was continuing in activity and success. At a tourney against the Cold Warriors, we received 20 troops online, a feat that the Global Defenders rarely repeated. We rose to 3rd in the Medium Top Ten and were ready for higher. Water Vikings had consistently held the Medium Top Army spot for weeks, so when the Iron Fist Army asked our assistance in war with them, we took the offer. However, for reasons never divulged by the Leadership, this war was cancelled. But literally the day after this war was ended, a new war began with our old “enemies” the Fort Ghost Recon. And literally the day after that, we declared war on the CP Flyers who had claims on our beloved capital, Outback. At this time, Ligit Pengy retired from the Defenders as the first soldier to leave the army. Our world was truly at war when we rejoined the WV-IFA War on the WV side, hoping to have a strong ally, followed by a declaration of war from Thunder Troops (a small army). These wars tended to be single battles. We secured Outback, gained Ice Pond from Flyers and lost Flippers to TT. A few days later, TT gave us Flippers back and died out. The Age of Expansion ended when we recieved Number One Medium Army in SMAC’s Top Ten Medium in early April.
